摘要

The regulation, operation and imposition of Customs in Ecuador are the subjects of the report. The analysis, findings and recommendations presented are the product of a ten month effort, sponsored by USAID, which involved extensive field work including interviews and observation at all levels of the Customs operations. The purpose of the endeavor was to determine whether, and if so, where and how, the regulation and imposition of customs duties could be improved.
