摘要

The report presents information on the approach followed by the Office of Personnel Management (OPM) in conducting personnel management evaluations of federal agencies. These evaluations are OPM's principal means of obtaining the information it needs to manage and oversee agency personnel programs. OPM substantially changed its personnel management evaluation approach in October 1983. The objectives were to determine (1) why and how the approach was changed, (2) whether the revised approach is consistent with OPM's responsibilities under the Civil Service Reform Act, (3) the implementation status of the revised approach, (4) the perceptions of agency personnel managers on the revised and former personnel management evaluation approaches.
