The report reviews issues related to railroad abandonments. It examines mileage filed by railroads for abandonment and the Interstate Commerce Commission's actions taken on railroad abandonment requests from 1970 through 1985. It also addresses rail shippers' and local officials' perspectives on the abandonment process and shippers' views on the effects of abandonments on their shipping operations.
