Jobs, education and technology are the secrets of successful rural economic development. The purpose of this report is to identify the programs and research needed to establish successful state policies. It is the result of a three day conference on rural economic development convened by the Council of State Governments' Center for Agriculture and Rural Development to bring together states' rural development policymakers.
