Contingent Conditions for Research-Based Local Emergency Planning

The first section of the report presents results of an exploratory study that was conducted in 1983-84 to identify a model of barriers to and incentives for research-based disaster planning. The second section summarizes results of a confirmatory study conducted in 1985-86. Steps which city and county governments can take to improve their willingness and ability to prepare for disaster response are identified.
