The Environmental Impact Statement represents the culmination of significant efforts by the Seattle Solid Waste Utility to develop a solid waste management system. The EIS recommended, as a preferred alternative, that Seattle recycle 60% of its waste stream and dispose of the remaining non-recycled waste in a distant landfill. Volume II, the Recycling Potential Assessment and Waste Stream Forecast, explored the potential for recycling in the City of Seattle. The RPA evaluated a whole array of waste reduction and recycling programs which the City could implement to achieve recycling levels of 45-78%. The RPA was a landmark document, the first of its kind to combine a sophisticated waste stream forecast and an analysis of the cost-effectiveness of waste reduction and recycling programs.
