Final Report on the Establishment of Statewide Community Economic Development to the Economic Administration

The document is the final report on a three-year project carried out by the National Congress for Community Economic Development (NCCED) between 1984 and 1987, with the financial support of the Economic Development Administration. The project involved the creation and development of eight statewide networks of community-based economic development organizations. NCCED initiated this project in order to respond to the growth of community-based development organizations around the country and the increase in the role of state governments in creating economic development policies, a direct response to the decrease in activity at the Federal level. The goal was to increase the level of resources available to community-based development organizations at the state level by helping local community development groups organize themselves into a statewide association. By forming such an organization, they would be in a better position to educate the state government about the needs of low-income communities and the successes that community development organizations have already achieved.
