The project reports on research which analyzed various patient classification and payment options in assessing the feasibility of the methodology for including psychiatric units of general hospitals under the Medicare Prospective Payment System. The study was undertaken in collaboration with the Health Care Financing Administration (HCFA) as part of a larger HCFA research program to examine the feasibility and methodology for including several classes of currently exempted facilities within the Medicare Prospective Payment System. This volume presents simulations of payment for substance abuse discharges incorporating provider response.
