Tapping Federal Laboratories and Universities to Improve Local Economies: The Role of the Mayor and City Government

The guidebook focuses on the role that mayors can play in the technology transfer process to improve local and regional economies and to improve local service delivery and operations. It reviews the early federal policy initiatives and congressional activities related to technology transfer, including key legislation such as the Stevenson-Wydler Technology Innovation Act of 1980 and the Federal Technology Transfer Act of 1986. Over a dozen lessons are summarized from the findings.
