The HSC Summary Records comprise the official minutes of the various sessions of the Harmonized System Committee (HSC) of the Customs Cooperation Council in Brussels, Belgium. The HSC was established for the purpose of developing the then proposed Harmonized Commodity Description and Coding System, usually referred to simply as the Harmonized System. The Harmonized System, which was designed to be used for tariff enumeration and classification by all contracting countries worldwide, went into force January 1, 1988.
