This is the final report of the Building Research Board Committee on Assessing the Impact on Federal Agencies of Use of Building Codes as Design Criteria, evaluating suggestions that federal agencies should replace some or all of their building design criteria with state, local, or national model building codes. Three principal model building codes are used in the United States, although there are other more limited model codes. Most of the thousands of different building codes are adapted from the three principal model codes and given force of law by local or state government. The committee found that model building codes can be used for a portion but not all agency design criteria. The scope of 'feasible compliance' under the new law should be limited initially to the three principal model building codes. The committee endores increased use of and uniformity among model codes. Agency professionals should be encouraged to participate in organizations that promulgate the principal model codes and to work toward bringing greater order to the morass of building codes and design criteria.
