Peru and the Soviet Union signed two fishing agreements (a bilateral protocol and a joint venture contract) on December 6, 1988, after several years of sporadic negotiations. The agreements give Soviet fishing vessels access to Peruvian fishery stocks for the first time since 1986, when the last fishery joint venture between the two countries expired. The Soviets will be allowed to operate 20 vessels and catch 400,000 metric tons (t) of fish annually. The current Government has been pursuing fishery access agreements with several countries (including the Soviet Union, Poland, and Cuba) in an effort to increase the domestic food supply.The implementation of the Soviet agreements, however, was delayed for over a month because they provoked a strong negative reaction both from the private sector of the Peruvian fishing industry and from a wide spectrum of Peruvian political forces. A Lima court overturned the injunction on February 3, 1989, and within 2 weeks five Soviet trawlers were operating in Peruvian waters.
