As part of the Office of Technology Assessment (OTA) project on basic researchfor the 1990's the report looks at project selection and research evaluation. It consists of two separate documents. The first identifies, catalogs and describes major methods of selecting basic research institutions, investigators and projects for government support in the U.S. and in foreign countries. The second report describes evaluation practice and process in the United States, Western Europe, Japan and Australia; considers incremental improvements in research evaluation methods since 1986; and discusses certain inherent limits that research evaluation faces.
