Summary Report on Audits of Contracted Advisory and Assistance Services Conducted during FY 1989 in Compliance with United States Code, Title 31

The report addresses the second phase of the examination of agency management and control of contracted advisory and assistance services (CAAS). The report summarizes the results of audits made during Fiscal Year 1989 by 21 Inspectors General who evaluated their respective agency's progress in (1) establishing effective management controls and (2) improving the accuracy and completeness of CAAS data provided to the Federal Procurement Data System (FPDS). The report discusses the status of the implementation of the Office of Management and Budget Circular A-120, weaknesses reported in management controls, and problems regarding the report of CAAS data into the FPDS.
