Total quality management (TQM) is a cooperative team approach to doing business.It relies on the talents and capabilities of both employees and employers to continually improve quality and productivity. Participatory management is one of the key ingredients of a total quality management strategy. It is a commitment on the part of management to involve all employees within the organization, even those at the lowest level, in the decision-making process.
