This manual is divided into three parts. Part One applies to the management of Government personal property within the Department of Energy in general terms. Part Two describes the specifics of the application of personal property management techniques to On-Site Contractors. Part three applies to Off-Site Contractors. Part One introduces the field of property management. It discusses: the legal basis and requirements established by Federal Statutes and the parallel authorities and responsibilities; the related evolution of the Department of Energy; the regulation system within the Federal Government and its implementation by the Department for personal property management. The life cycle of equipment is presented and how control over personal property is maintained through an accountability system. Classifications of property and contract clauses are discussed. The relationships of contracting officers and property administrators with contractors are presented in each of the discussions as appropriate. Part One consists of only one chapter and is applicable to the management of property utilized by all types of contractors. It provides the foundation to explore in some detail the actions and interactions that occur between the Department's procurement and property personnel and those of the contractor.
