The handbook for the 1990-91 National High School Debate Topic, 'Resolved: That the United States Government Should Significantly Increase Space Exploration', assists in students' research by giving a basic understanding of NASA's mission and programs as they relate to this topic. An introduction to NASA Spacelink, including how to access it, is included to facilitate the debate research further. Congressional testimony delivered by NASA officials during the first half of 1990 offers insight into the FY-91 NASA program and a vision for agency planning and programs in the future. Also presented are speeches and notable quotes by President Bush, Vice President Quayle, and NASA officials concerning specific aspects of the space program made since 1989.
