The Final Technical Report covering the period from 16 Jul. 1982 to 15 Jul. 1892 is presented. Research topics during the reporting period include: (1) the International Ultraviolet Explorer (IUE) observations of interstellar carbon; (2) the distribution of interstellar gas in the galactic halo; (3) a high-sensitivity search with IUE for interstellar molecules, atoms, and ions; and (4) the pressure of the interstellar medium.
