Lessons learned and new challenges for integrated assessment under the National Environmental Policy Act

One of the first government-sponsored demands for integrated assessment to support decision making in the United States is embodied in the National Environmental Policy Act of 1969 (NEPA). Examples of ORNL projects that illustrate the use of integrated assessment approaches include environmental documentation for: (1) the Department of the Army's Chemical Stockpile Disposal Program, (2) the Federal Energy Regulatory Commission's licensing activities related to the Owens River Basin in eastern California and along a 500-mile reach of the upper Ohio River, and (3) the Nuclear Regulatory Commission's decision regarding restart of the undamaged reactor (Unit 1) at Three Mile Island.
