This is the final report on the INSP project entitled, 'Post-Accident Confinement211u001eHigh-Level Radiation Monitoring System'; conducted by BNL under the authorization 211u001eof Project Work Plan WBS 1.2.2.6 (Attachment 1). This project was initiated in 211u001eFebruary 1993 to assist the Russians in reducing risks associated with the 211u001econtinued operation of older Soviet-designed nuclear power plants, specifically 211u001ethe Kola VVER-440/230 Unit 2, through improved accident detection capability, 211u001especifically by the installation of a dual train high-level radiation detection 211u001esystem in the confinement of Unit 2 of the Kola NPP. The major technical 211u001eobjective of this project was to provide, install and make operational the 211u001enecessary hardware inside the confinement of the Kola NPP Unit 2 to provide early 211u001eand reliable warning of the release of radionuclides from the reactor into the 211u001econfinement air space as an indication of the occurrence of a severe accident at 211u001ethe plant. In addition, it was intended to provide hands-on experience and 211u001etraining to the Russian plant workers in the installation, operation, calibration 211u001eand maintenance of the equipment in order that they may use the equipment without 211u001econtinued US assistance as an effective measure to improve reactor safety at the 211u001eplant.
