Safety Design Strategy for the Resumption of Transient Testing.

This safety design strategy has been prepared to describe the overall safety strategy for resuming transient testing using the recommended, preferred alternative, which is restart of the Transient Test Reactor Facility (TREAT) at the Idaho National Laboratory. Formal selection of an alternative has not been made by the Department of Energy (DOE). This decision will be made in accordance with the requirements of the National Environmental Policy Act. This safety design strategy describes the safety strategy and identifies the safety deliverables necessary to support refurbishment and restart of the TREAT reactor. Original construction of TREAT was completed in November 1958. The reactor achieved initial criticality on February 23, 1959. TREAT was a principal reactor safety testing facility in the United States for 35 years, performing transient tests on thermal and fast reactor fuels. Since 1994, the TREAT reactor has been in standby status. To fill an identified mission need for resumption of transient testing, it is proposed that TREAT be refurbished and restarted.
