A methodology for designing Unattended Monitoring Systems starting at a systems211u001elevel has been developed at Sandia National Laboratories. This proven methodology 211u001eprovides a template that describes the process for selecting and applying 211u001eappropriate technologies to meet unattended system requirements, as well as 211u001eproviding a framework for development of both training courses and workshops 211u001eassociated with unattended monitoring. The design and implementation of 211u001eunattended monitoring systems is generally intended to respond to some form of 211u001epolicy based requirements resulting from international agreements or domestic 211u001eregulations. Once the monitoring requirements are established, a review of the 211u001eassociated process and its related facilities enables identification of strategic 211u001emonitoring locations and development of a conceptual system design. The detailed 211u001edesign effort results in the definition of detection components as well as the 211u001esupporting communications network and data management scheme. The data analyses 211u001ethen enables a coherent display of the knowledge generated during the monitoring 211u001eeffort. The resultant knowledge is then compared to the original system 211u001eobjectives to ensure that the design adequately addresses the fundamental 211u001eprinciples stated in the policy agreements. Implementation of this design 211u001emethodology will ensure that comprehensive unattended monitoring system designs 211u001eprovide appropriate answers to those critical questions imposed by specific 211u001eagreements or regulations. This paper describes the main features of the 211u001emethodology and discusses how it can be applied in real world situations.
