Plan for Delivery of Emergency Personal Health Services During the Period of the Political Conventions.

A plan for delivery of emergency personal health services to delegates and nondelegates during the 1972 Democratic and Republican National Conventions held in the Miami-Miami Beach, Florida, area is presented by an ad hoc committee of the Comprehensive Health Planning Council of South Florida. The plan for health services delivery to delegates at both conventions was developed by the Medical Subcommittee of the Democratic National Committee, and involves an estimate of the population to be covered, designation of three physicians as contact persons, designation of backup hospitals, listing of a telephone number at which medical services will be available, and provision of a medical van at the convention hall. The plan for nondelegates involves a coordinated system of medics and drug counselors, mobile units, and a stationary unit. The units are staffed by primary care teams, consisting of physicians, nurses, medics, and drug counselors. Emphasis of the plan is on primary care, including uncomplicated ambulatory medical problems and first aid, problems occasioned by drug use, and problems resulting from exposure to tear gas; it is assumed that the majority of nondelegates will be young and healthy. The following aspects of the plan are discussed in detail: characteristics of the population to be served; overall operational unit; functions and staffing of stationary and mobile primary care units; medics; drug-related services; team-to-population ratios; functions of personnel; manpower recruitment and training; communications; and resources. Appendices include a schematic drawing showing the operational structure of the system for health care delivery to nondelegates, a procedure for referral of dental and oral surgery emergencies, and other supporting documents.
