High-Btu Gas Supply Systems: The Characterization and Social Cost of Selected Options for Providing Gas to a Midwestern Terminus

This study identifies and compares the social costs of alternative methods of supplying incremental quantities of pipeline-quality gas to the Chicago-Northern Indiana area in the 1985 to 1990 time period: increased offshore production of nonassociated natural gas, imported liquefied natural gas, and first-generation Lurgi gasification of North Dakota lignite and southern Illinois bituminous coal. Reference systems, each supplying 250 million cubic feet of gas per day, are defined and characterized to allow comparison of the four options on an equivalent basis. The social costs emphasized are resource use, environmental residuals, conventional construction and operating costs, socio-economic impacts, and human health and safety impacts.
