ENERGY RECOVERY FROM MONROE COUNTY'S SOLID WASTE: THE COMPLEXITIES OF BEING AN INNOVATOR AMONG LOCAL GOVERNMENT

This alliance, so to speak, was undoubtedly political, but not partisan, in nature. Advocates crossed party lines, and suburban, as well as urban interests. Individuals, as well as established community institutions such as the electric utility company and local engineering society, actively par¬ticipated. Given the manager form of local government in both Rochester and Monroe County, active legislative leadership was also a prime element in policy development. Holding together these diverse actors was a binding belief that innovative, high technology could be a solution for one of the most intractable problems plaguing local governments — solid waste management.
