A primary objective of the Commission on Government Procurement was the need to improve the contract appeals system to better obtain just and timely resolution of contract disputes.nIt provides a new, comprehen¬sive framework for resolving appeals related to federal government contracts. The Act emphasizes the need for resolving disputes at the earliest possible time-before they become "set in concrete";encourages settlements as a means of resolving disputes;and provides procedures for assuring im¬partial decisionmaking.
