This memorandum transmits three chapters for the manual. Chapter XIV, on publicity, provides guidance for State and local ombudsmen in publicizing both the Ombudsman Program itself and news events or issues related to the Ombudsman Program. Publicity is essential to the operation of the program because it makes the program more visible. The purpose of Chapter XX is to guide State level ombudsman agencies in developing a coordination agreement between themselves and other State agencies, particularly the agencies which license nursing homes and board and care homes, for coordination of services and activities. Such agreements are important to avoid duplication of activities and gaps in services. Chapter XXI concerns ombudsman involvement in board and care facilities.
