Estimating Unmet Needs of the Elderly in Northeastern New York Using the CARE (Comprehensive Assessment Referral Evaluation) Instrument

The objective of the project is to estimate the numbers of elderly in Northeastern New York in need of community based care services, taking physical and mental impairments, living arrangement and long - term care resources into account. Five steps were involved in the analysis. First, homogeneous scales of physical, mental, and social dimensions of elderly were constructed. Next, these scales were compared to those of other locations and analyzed in terms of living arrangements for impairment levels in the community. Major dimensions of aging in Northeastern New York were then discussed. Fourth, the contributions of informal supports were measured. Finally, a method for estimating unmet needs for community based care of the elderly was prepared. Two figures, 13 tables, and 7 references are included.
