Task force on integrated energy and environmental planning: The Netherlands - Poland. Working Paper 3: Description of the institutional aspects of the energy sector in Germany and in the Netherlands

The objective of the title study is to give a description of the national energy administrations in the European Union (EU) countries (formerly European Community) and Poland, and to explain the role of national energy planning in the formulation of national policy. Three working papers are related to this study: in the first paper a detailed description is given of the past and current situation in Poland, in the second paper a general overview of the energy administrations in most EU countries is presented. The choice for Germany and the Netherlands in this paper was based on the results of the working paper 2 and is in line with the Polish interest. Attention is paid not only to the ministerial organization but also to utilities, industry, consumer organizations and oppositional groups. Other subjects dealt with are energy planning studies and the social acceptance of energy policy. In chapter two a detailed description of the institutional aspects of the energy sector in Germany is given. Similar information for the Netherlands is provided in chapter three. In chapter four the differences and similarities between the two countries are identified to the extent possible within the scope of this study. 9 figs., 1 tab., 1 annex, 82 refs.
