The author states that while maintaining a capacity to engage in large-scaleinterstate conventional combat is indispensable, historically it has been the unconventional and subnational conflicts that have presented U.S. forces with their greatest challenges. He argues that the United States is entering an era ir. which such wars will be the dominant form of conflict. Therefore, modernization should be approached cautiously.
