Title XI: Army Guard and Reserve Combat Readiness Enhancements

The perceived military threats to U.S. National Security have significantlydecreased with the end of the Cold War and collapse of the Soviet Union. In response, Congress reduced the defense budget and mandated increased reliance on reserve forces in the military force mix. This study traces the origin and implementation of the Army National Guard Combat Readiness Reform Act of 1992 (Title XI). It argues that successful implementation of Title XI requires increased funding commitments from Congress and/or OSD.
