The overall evaluation objective was to determine whether adequate management controls existed over the turn-in, transfer and donation of excess and surplus personal property. The specific objective was to assess the safeguards in place to ensure that excess and surplus personal property was appropriately disposed of and received by authorized recipients. We did not evaluate the reutilization and sale of excess and surplus property.
