Toward a Tunisian Security Strategy for the New Century

This strategic research project starts by identifying the geo- strategic environment that Tunisia has to deal with as an Arab, Muslim, African, and Mediterranean country, and also as part of the United Arab Maghreb, that includes Algeria, Morocco, Libya, and Mauritania. It underlines the economic, diplomatic and social challenges that Tunisia has to face, especially to be integrated into the world economy, and to maintain and keep good relations with all the countries in its area of interests. The second part of this paper is an attempt to identify the factors that may threaten the Tunisian stability and interests, at present and in the future. These threats may be economic, ideological, environmental, technological, and informational. The paper also presents the current Tunisian security strategy, the 'Global Defense', based on the use of all the elements of national power in order to preserve the national integrity and sovereignty. These elements include the military, the economy, foreign policy, the national will and the 'esprit' of defense. Finally, this paper looks at what must be changed in the present Tunisian security strategy in order to meet the future challenges and threats.
