Business Case Analysis of the Conversion of Resource Sharing Agreement Workload at Joel Health Clinic

The Joel Resource Sharing Clinic at Womack Army Medical Center will dissolve upon implementation of the next generation of TRICARE contracts. Three courses of action were identified to accommodate the workload performed under the current contract: two in which the health care is produced by hiring or contracting personnel to see the beneficiaries at Womack, and one in which the care is purchased in the contractor's network. A business case analysis was conducted on each course of action, and non-financial considerations were also identified. The financial analysis discovered an increase in Womack' 5 three- year purchased network care costs of $12.0 to $15.3 million should Womack enroll the Joel Resource Sharing beneficiaries (beneficiaries are currently enrolled with the contractor). The study recommends that the beneficiaries remain enrolled to the contractor and reassigned to a primary care manager in the local community.
