Normally in Bureau of Reclamation power plants the draft tubes and scroll cases are encased in conventional concrete, conventionally-placed and consolidated. However, specifications for many years have provided, on an alternate basis, for the use of prepacked concrete in these locations. The construction contractors for Clear Creek and Trinity Power plants were the first to select and apply this method of construction for encasing scroll cases and draft tubes.
