Political Cadre Systems in the Military.

The paper discusses the concept of political cadre systems within military establishments. Primary research centered on the system in the Republic of China Army. Secondary sources were used to obtain background information to place the ROC system in perspective. Secondary sources concerning other political cadre systems (USSR, Peoples' Republic of China, and the Republic of Vietnam) were also used to highlight topical areas for study and to show alternative ways of coping with similar problems. Personal experience in the Republics of China and Vietnam was used whenever possible. Significant conclusions are: Political cadre systems can cause the armed forces of a nation to contribute positively to the stability of democratic as well as communistic nations. They can be especially effective at reducing the desertion rates, increasing the efficiency of support troops, and increasing the esprit of combat troops. They are especially useful in developing nations. (Author)
