Analysis of Army Contracting Officer Representative Role in Contingency Operations

This project provides a review and analysis of procurement fraud committed by Army Contracting Officer Representatives (CORs) during Operation Iraqi Freedom (OIF) and Operation Enduring Freedom (OEF), assesses the subsequent Army response, examines the behavioral model behind the Gansler Commission Report, and identifies the elements of a contingency environment that are conducive to fraud. Case analysis of procurement fraud is presented to illustrate the types of fraud that are committed and to provide the basis of procurement fraud. Based on the research findings, the author highlights the ineffectiveness and shortcomings of the current COR training program and provides education and training recommendations to the Army acquisition workforce.
