General Guidance for Cost Analysis of Commercial and Industrial-Type Real Property Maintenance Activities.

This report presents guidance for cost analysis of selected commercial and industrial-type real property operation, maintenance, and repair activities. It is intended for use by Facilities Engineers or their staff. A total of 34 activities, encompassed by 17 functional areas, and ranging from utilities and paved surfaces to pest control services and railroad facilities are included in the scope of this report. The guidance--in the form of reference specifications--includes expanded definitions of the functional areas, definitions of the functional activities, definitions of subfunctions within the activities, discussions of the methods of estimating costs for each subfunction, and tables and worksheets for the cost elements pertaining to each subfunction. Definitions include a statement of scope, and tools, equipment, supplies, materials, and skills required for the performance of the activities and subfunctions. It is expected that this guidance will be used in conjunction with AR 235-5 (Management of Resources Commercial and Industrial Type Functions) in preparing DA Form 3207-R.
