Promotion of Officers by Specialty.

This study addresses whether or not the Officer Personnel Management System (OPMS) requires the Army to promote officers by specialty. It examines certain mechanics of specialty promotion and provides the views of selected officer groups on officer professional development. The study compares the philosophy and concepts of OPMS with those of the Promotion System. Data was obtained through a literature search, a survey of selected officers, small group discussions, and interviews of senior officers. The study concludes that OPMS does require specialty promotion but that first other elements of Officer Professional Development must be adjusted so as to fully support OPMS and the establishment of a credible Promotion by Specialty System.
