摘要

The personnel management and manpower planning problems of the United States Navy include complex value structures with no obvious external criterion for examining alternative courses of action. Recognizing this, the Department of the Navy has sponsored studies of the applicability of utility theory to the personnel management and manpower planning problems of the Navy. The purposes of this project are to review and appraise such efforts and to recommend further work using utility theory to assist the Navy on manpower problems. It is concluded that the previous applications had numerous unnecessary shortcomings. The specific problems addressed were not clearly defined, and appropriate procedures to assess utility were not used. However, recommended applications of utility theory to manpower problems have the potential for significant contributions. (Author)
