Each structure was inspected above and below water in December, 1980. Both structures were found to be in an advanced stage of deterioration below the waterline and in generally poor condition above the waterline. Consequently, the Navy had decided to dispose of these platforms. BCI has considered several disposal alternative's. (1) Demolition in place by contractor; (2) Reef at Stage I site; (3) Disposition onshore as scrap; (4) Reef at other that existing locations; (5) Disposition in deep water; (6) Demolition in place with military support; (7) Sale in place; (8) Donation to State of local government. The cost of removal is dependent on the type of equipment used, the disposal alternative selected, as well as the timing of the actual work. BCI estimates the cost of disposal to be between $1.7 million and $3.0 million and will take between 16 and 45 days. Use of the salvaged jackets as artificial reef material appears to be the most economical alternative. BCI estimates, that due to the may pollution items on the decks, it is more economical to bring the decks onshore and dispose of them as scrap than to clean them and use the material as reefs. BCI recommends that the Stages be demolished in place to form an artificial reef. Total cost estimated for this alternative is 1.7 million. BCI recommends that Phase B of this work be started as soon as possible to ensure completion of the work during the summer of 1984.
