When we Listened, This is What We Heard (An Analysis of the Written Comments fromthe 1991 Navy-Wide Personnel Survey)

The Navy-wide Personnel Survey was commissioned by the Chief of Naval Personnelin 1990 to collect data on the opinions and perceptions that enlisted and officer personnel had of life in the Navy. This survey is the second in the effort and will be administered annually to provide feedback on key issues such as (1) rotation and permanent change of station moves, (2) pay and benefits, (3) organizational climate, (4) the quality of life, and (5) AIDS education. A section was provided for personnel to make comments or express ideas about each area covered by the survey in addition to multiple choice items. This report contains an analysis of those comments.
