Final Environmental Assessment of Military Service Station Privatization at Five AETC Installations.

This environmental assessment (EA) evaluates the potential environmental impacts of activities associated with privatization of military service stations (MSS) at five installations: Altus AFB, Oklahoma (OK); Camp Bullis, Texas (TX); Fort Sam Houston (FSH), TX; Laughlin AFB, TX; and Tyndall AFB, Florida (FL). The activities associated with the proposed action include construction and operation of a new MSS by the contracted service provider at each installation, and demolition of the existing MSS after the new MSS is operational. The need for the proposed action is to upgrade by repair or replacement the substandard MSS facilities existing at each of the installations without interrupting mission-readiness and to provide the facilities to meet the mandate from Executive Order (EO) 13423 to use more non-petroleum based fuels. The resources analyzed in this EA are geological, water, biological, and cultural resources; hazardous materials and wastes; air quality; noise; transportation; and utilities. Minor, temporary impacts were identified for construction and demolition activities. Most of the operational impacts would be negligible.
