As stakeholders across the nation grapple with the implications of EPA's fumigant rules (see article, Page 1) California faces a renewed legal battle over state rules enacted to curb emissions of volatile organic compounds (VOCs) from fumigants. California community groups filed suit last month in Sacramento County Superior Court, challenging the new rules adopted in April by the California Department of Pesticide Regulation (DPR).
