The Kyoto Protocol established for the first time binding emissions reduction targets for industrialised countries.It also introduced 'flexible mechanisms' for carbon trading which allow emissions reductions achieved in less developed countries(such as China,India,Brazil)to be bought by those in the developed world(including the UK,Germany,Japan)which are struggling to meet their own targets.
