Should govt. agencies patent pecan varieties?

Pecan growers have been very supportive of university and USDA pecan research and Extension work. In Georgia, there is a check-off program which collects one half cent per pound to support pecan research and promotion. Georgia Pecan Growers Association President Hilton Segler has been a gladiator embarking on getting support in Washington for pecan research. In Alabama, our growers have successfully obtained legislative support to continue our research and Extension efforts, and we have a check-off program in our state as well. Additionally of course, pecan growers are taxpayers and provide money for government programs in that way.
