The Traffic Management Act 2004 (TMA 2004) contains a requirement for all councils to publish statistical reports on their performance. It also discourages or prohibits the inclusion within enforcement contracts of any penalty charge notice (PCN) targets. However, two recent press reports which have argued that targets are inappropriate seem to me to have misunderstand the process by which Road Traffic Act 1991, and now the TMA 2004, is to be achieved.
