A study prepared by irrigation consultant Dr. John Whitcomb concludes that a conversion from turf to other irrigated plants does not necessarily result in lower water use, given current water practices. It is efficient irrigation, involving technological and behavioral improvements in residential, commercial, industrial, and institutional irrigation practices, that lowers demand, lowers per capita use, and results in benefits to the water supply, to water quality, and the environment. This understanding should direct design, installation, and maintenance of landscapes to meet a water budget, but also it will require long-term management.
