Since 1998 a milk safety program has been activated in the framework of the health information system of the Veneto Region, and it has been dedicated to the management of analyses performed as own-check by accredited laboratories on behalf of dairy farmers (in accordance with Regulation (EC) N. 853/2004 - previously according to DPR 54/97, now revoked). The system is in connection with the Regional Data Bank (RDB) of farms and related industries, from which it is possible to obtain individual information of each active dairy farmer. Through a process of uploading files, the laboratories load tests performed monthly. The analyses are processed by a specific software which gives back to LPHUs the list of dairy farmers that have fulfilled or not legislation requirements, and for which parameters, based on whether or not the results respect the legislation criteria. The system is also equipped with utilities such as printing communication of the authority to the individual dairy farmers. Information are also available, in consultation with the accredited laboratories and dairies. The procedure is integrated in the regional information system, which is based on Internet technologies (HTTP, SOAP, XML, Web Services). The web-page has been implemented in Java (object-oriented language) and the access is guaranteed through authentication with user-id and password. Like all applications of the regional system, the database is hosted in the servers of the Veneto Region. The Web Server, Tomcat (Apache Software Foundation copyright ), manages users' requests and administers the functions of Java modules. The procedure is a consolidated example of integration of information between the authority and the production chain, to improve data quality and immediate beginning of corrective actions. This information will also be available for other public administrations, within its institutional duties, in order to integrate, for example, the sanitary controls with those relating to requests for milk quotas and contributions to be paid by European Community (Reg (EC) 1234/2007 and MD July the 29th, 2009).
