Three companies-Esso Canada,Shell Canada,and Gulf Resources-were awarded National Energy Board(NEB)licences to export natural gas from the Mackenzie Delta to the United States in 1989.The approvals were a seminal step in setting policy for the development of Canada's vast northern hydrocarbon resources,but the next two decades would reveal just how much ground needed to be covered,particularly on the issue of building a pipeline to southern markets.
